Hey aero, I think m1ka might be right -- check out the May 2022 Humble Choice thread. It looks like there are a ton of region restrictions on this one. (EDIT: so that would mean it can be a side cart, but it's not supposed to be part of the main train). (EDIT2: I see that you didn't buy it from Humble, but the game itself is what's restricted, it probably doesn't matter where the key is from).
Oh, those are a lot of restrictions. Not sure if I should delete the giveaway now, would mess up the order.
Edit: I will inform the previous and future cart makers to update their links and cart numbers. I will end up deleting it due to the heavy locks, which don't make it worth it even for a sidecart. I wouldn't want someone to receive a key that doesn't work with their region.
I can make a new 1790 and just link to yours as a side cart -- we've done that a few times in this train. (There are a lot of region restrictions out there!)

It activated as "If Found... (ROW)" and I'm in the NA region if you were curious. So it was definitely region locked it just worked out nicely, thankfully. :D

Do you know that this game has regional restrictions? Some winners will not be able to activate the game if you give away a key from a Humble Bundle.

I'm not sure where the key exactly comes from. Place where I bought it mentions nothing about HB or regional restrictions.
