The 'Collection Agent' badge for owning 50+ games would give him a few levels - but under the current rules new accounts don't qualify for any badges, trading card drops, etc until they have spent a certain amount in the the Steam store. And through retail keys, gifts, etc you can easily get to 72 games and more without spending money in the Steam store...
Once you qualify for badges then every game counts towards the badge wherever it came from. I just don't think that under the current rules new, restricted accounts qualify for badges until they have spent a certain amount in the Steam store.
