When you create a giveaway, type in the name of the game and in the resulting list some games will have one * or two ** stars by them. Two stars means it's been given away free before and will not add to your level.
It says the same in the box just below where you type in the game name, and more info in the FAQ.

How to check if the game was free? I am also willing to giveaway Unbox and Distrust. Were they free also? I got them from fanatical
