It's not bugged, for older games, collections always got a separate Steam ID - so basically Steam handles it as a completely separate game. But in the Collection's description you can read that it also includes the King Arthur - The Role-playing Wargame - which is the base game here.

Is it bugged on steam? I own the collection (http://store.steampowered.com/app/24470/) but not this game (http://store.steampowered.com/app/24400/) according to the store interface. Refraining from entering!
