Usually is no neccesary see his profile, because the site does not let you enter into giveaways of games that you already own, however there are times that this does not happen and it is necessary to do a small verification. And if he have it just ask for a Rerroll via ticket.

You should add the winner for the verification, since DLCs are generally not in the Steam API and don't show up if you search the person's Steam library. If you add the winner then you can see if they have this at Friends that Play page: http://steamcommunity.com/my/friendsthatplay/113204
