Here's my wild guess:
Maybe the game you have in your steam library isn't GOTY edition like in this giveaway. There used to be another version in steam store which is not available anymore.

Hmm. That might be it. Or sorta.......The game does not say "game of the year" on it in my library. But it does have all the DLCs. I checked my email receipts and the email does say "game of the year" on it. I bought it directly on steam. Oh well. No big deal. Just a a glitch I guess.
