I understand your reason. I have a few games on humbles I haven't bothered creating GAs for. I will one day, but not today.

I am just guessing here but I am not very sure if it prevents people from entering GAs they are not interested in. I always enter only the ones I am interested in so it doesn't effect me, but I am pretty sure those who enter only for +1 don't really care regardless. In fact it probably makes it easier for them to win as there a little less entries per GA, I think.

I recently read a thread by someone here, and that made me realize how easy it is for people to cheat with level 0 GAs. I too had only created Level 0 GAs till now, but I am thinking of changing that. it's unfortunate, since genuine people might miss out on GAs but after reading that thread I noticed some of the winners from my GAs never activated their games, and one of them has even been banned from SG. All of these defaulters were either Level 0 or 1.
It's a tough choice, for the same reasons you stated. I too never had much games when I was a child. I often borrowed from friends and family. And there are still people like that, and they quite surely will be level 0. I wish I could add custom rules to a public GA, but sadly that's not possible.
