As this is a "DLC" for The Secret World MMO it requires you have the Base, Massive Edition or Ultimate Edition to be able to apply it. There's a strong possibility, after looking at the steam store page for this CE, that it requires Issue 9.. maybe even to the point that it requires Issue 9 CE as a Steam requirement (according to the store page). If that's the case. that really bites. That would really restrict this giveaway severely :/

Yep that's exactly the problem. And just like the Sword of the Stars: The Pit DLC giveaways recently, you still wouldn't be able to enter based on how Steamgifts collides with Steam's DLC ownership API.
