I think everyone can join. The game is free and this pack is like a DLC (with many contents like turbine points, cosmetic, quests pack and XP boost).

It does not appear on the LOTRO store page as a DLC, nor can I find anywhere else in the Steam store, so I guess it's an in-game purchase? Or a discontinued DLC?

As far as i know LOTRO doesn't sell this DLC anymore.
From sources such as lotro wiki ( https://lotro-wiki.com/index.php/Item%3AMac_Starter_Bundle ) and lotro forums (https://www.lotro.com/forums/showthread.php?491781-Steely-Dawn-Starter-Pack ) you'll be granted the following:
Armour of the Steely Dawn: A cosmetic Armour (check lotro wiki link )
5 Tomes of Extraordinary Experience: XP acelerators to level up fast, use them wisely
500 Turbine points: Now they're called lotro points
