It's impossible for this to work.
You should at least determine what is the purpose of that group - is it a giveaway group? A gaming group? A social group? Why would anyone join a group without knowing what will actually be going on...
If you want a social group, you have to ensure that people will use the chat. If you want a gaming group, you have to make gaming events. And so on.
It's impossible for individual members to decide what will the group as whole do, since everyone will want different things.
That's the reason why there are group leaders, no group will work on its own without any rules being appointed by the leader.

Good Morning
So I've created a group. The Gamers Solidarity Front. The group has no real rules at the moment as I want it to be a real community and allow all members to work together and create a set of rules and regulations to adhere to.
I wanted it to be different to other groups I see on here, with having no obligatory number of giveaways, but with the idea that you will give 1 more than you receive regardless of whether the game is bundled or not. But again everything is open to debate as to how things will work (my initial idea would be that you have 60 days from your win to then start a giveaway, if you don't you must abstain from entering group giveaways until such a time as you do make a giveaway. If that makes sense?)
It could all end horribly and we end up massacring each other. But it might be worth a go?
No requirements to join other than a willingness to take part in the spirit of the group. Any takers?
