You can only reroll people if you find out that they didn't activate a win/regifted (this has to be semi-recent, up to a month ago), not if you think that they're a "leecher". Support needs to approve the reroll as well, and they follow the rules.

I have won a game and I assume the creator of the giveaway never actually owned the game or anything so I have never got it lol! but its all good!

You could ask for a re-roll but it's up to support and my understanding is that the policy is to reject reroll requests without some 'real' reason. In the new steamgifts the reroll requests don't even take into account any special 'rules' the gifter may have put in the description of their giveaway so many of the 'I will reroll if I don't like you' or equivalent would just be ignored if the gifter actually went through with the reroll request. With that said though there are legitimate rerolls when the winner already won the game, or the winner should be suspended for one reason or another which is actually against site rules instead of giveaway creator rules.

The following is a rant. I don't care if you blacklist me beacuse of my opinions.
I hate it when someone makes a GA, with no level restrictions and then rerolls if he/she deems the reciever "Unworthy". The website is called steamGIFTS. You shouldn't have to give something away to be able to win GAs with no level restrictions.I can understand not wanting to give to a bot or something, but just make the GA something level 5+. I'm sick and tiered of elitists who think that they can judge a person based on how many giveaways they have made. What if the person cannot afford to give a game away to some random bloke? You don't know that pewrson and don't pretend that you do.
