Reply from Bethesda after e-mailing them for the issue "Skyrim is not available in your region":

"Hello Tadas,

As far as we are aware, Skyrim is available for Easter European and Baltic countries as we have received Russian and Latvian cases in the past.

It might be possible that there is some "issue" with Steam in those particular areas (in terms of video game zone, Russia and Baltic Countries are in the same region).

I will forward your email to the Digital Download Content department so they can investigate if there is really something going on between Steam and those particular region.

In the meanwhile, please contact Steam and ask for information.
