These prices are pledges. You get the game, better ship at the start, extra credits, other goods coming with them, your pledge is to support the development. All those ships will be available to buy ingame for ingame money, maybe except some really limited ones like those motherships from 5k, 10k and 15k pledge.

Why is this a concern? Payday 2 is ~30GB but only a 10GB download thanks to compression.

This is what happens when devs get lazy
I highly doubt there's 100gb of content in the game, it's likely just terrible compression and packing.
If I remember, wolfenstein had this problem in that it was 40gb because of some "hyper resolution texture" stuff that really didn't affect the game at all.
