Wrong, you can give any game that wasn't given for free in mass quantities. The question is if game is considered bundled or not only in terms of CV.
I added a function in my bot that automatically says if game is bundled or not, based on SG check.

So to put it another way from Mullins, generally if a game goes 90% sale on Steam or more then it will probably be bundled, because the Russian price is usually half or less of the US price. On stores that don't have regional prices though (e.g. Humble Store) 90% would probably still stay non-bundled.

Yep. Complete nonsense now that we have separate GA options for region restricted copies. Situations like this should only get bundled CV in GA's created for that region gifts.

I think there was also a rule for bundle tiers being above 10$ or something, which then won't be put on the bundle list.

yeah, i see bunch of GA for tiny Bridge and mahjong girls , i think if they make GA for this game 5 times , they would make it to level 3 CV o_O , and when bundle game list has been updated, they'll drop to lvl 1

anything can be bundled by anytime and marked with any date (retroactively inclusive).
I saw games/bundle/pack/collection be bundled by so many reasons that I couldn't count.
because of it, I often say that "there's no rule about bundle itself". so take that faq line just as advice.

i've search about this question and didn't find the complete/detail answer , in the faq , its said that "Games may also be added to the bundle list if they're available for free during a promotion, or if they're highly discounted in a sale." i dont know the meaning of highly discounted , its 80% ? 90%? or 95% ?
and how about bundled game that we can bought at humble bundle and several site that sell bundle game?
i've read this thread and make me more confuse :3 , and im not sure since its an old thread and dont know if there are a new rule about bundled-game category
