I think that is the idea of how it works but the formula must be wrong as I have 6 previous giveaways, one in progress right now and have 3 additional slots. By your theory I should have 5 (base 3 plus 2 more) slots, less the one in use would make 4.
Wait, unless a 2 copies giveaway takes 2 slots in which case you are completely right.... um ignore me.

Each copy will act as normal. So, with my 25 copy Fortix giveaway, I got 8 extra slots.

When you create a giveaway, your slot remaining count goes down, and it is only replaced when the giveaway is ended and the prize received. Deleting it means the prize was never received.
Your count also goes up for every three completed giveaways.

What if there were no entries when the giveaway ended? Will it also counts as gift not received, or is it otherwise?

No. It will not count towards your "not received" total, and nor will it deplete your available giveaway slots :)

When i came to this site i created 3 Giveaways and deleted 2 of them right away, because i wanted to save them for later.
Now when i tried to create one it told me that maximum of 3 is possible. I only have one finished Giveaway but the winner have not claim it and those 2 deleted ones. So are those deleted ones interfering somehow? Any ideas on this one?
