I am guessing use of a vpn was used to make the person appear to be in the correct region. Then once the contest was entered, steamgifts does not (and would not be expected to) check to be certain that a person's location had changed.

two things.

im from Argentina, if I travel to turkry, i can change my location via steam support, and after that, i can change my location via SG support, its not automatically.

the thing Is, that I can change one and not the other.

I beleive SG takes your location when you create your account. and keeps that, even if you change your steam location.

second, friendly remember calling out (name or show the sg Profiles of other users) its agains the rules here

edit. forget to say, sorry for my basic english, and I may be wrong,... I have a friend who travel to argentina recently (for real, not a abuser of steam sistem prices that are similar for both countrys), and SG for him, was still in chile. he change both, first steam support, and after that sg support

"calling out (name or show the sg Profiles of other users) its agains the rules here"
Which rule exactly?

PS. You cannot change your profile on demand, there are 2 weeks delay time between changes.

". For example, their name, address, phone number, photos, or private messages."
link to Steam profile isn't personal data. It's public.
You cannot identify the person from the world with his Steam profile page.

im not a mod.

This rule applies to personally identifiable information. Hence, it is mentioned in the regulations on which specific data is concerned.

"their name, address, phone number, photos, or private messages."
= It's about privacy (personal, GDPR etc.) not the steamgifts / Steam profile.
There is no need to be a mod to read simple guidelines rule.

i dont think it works just for that, other can come here and start blacklisting those guy, without knowing the full scenario, and that Is like a wich hunt.....

i dont want my SG user profile in an screenshot of other user, maybe its for that reason,...

however, im not a mod, but that Is something that happends a Lot of time on the foro here, it was a friendly remainder.

And I have no objection to anyone using my account as an example (as long as they are not baselessly defaming me). The examples given here are true, so what do you want to accuse me of?

If anyone wants to BL me or you - it's his own right.

hey men ... im not accusing you of anything... where comes that from.?

just think about this, if any person can make a few screenchot with you sg profile (Photoshop edited), and say you're a sacmmer, for the time you notice that, you will get a lot of Blacklists, for no reason..... just becouse other user use your "sg name"

and, just wondering... how do you know the actual location of those users? i can put a flag of EEUU and write in inglish all the time, but my steam profile dosnt show to others my actual location, and Will be entering argentinian GAs...

btw.. i put my "idea" of what may happend acording to the question, im not accusing anybody of anything, im still beleive im not wrong about the calling out rule,.... but i'll wait to a mod to clarify, and i'll learn something new if im wrong and delete/edit all comments.

I'm not being hostile, I'm just asking a question.

It could be like you said, it seems logical.I just wanted to point out something, because I've been coming across this a lot lately.

For example, yesterday, another Russian-looking account won the ga of a friend of mine.My friend asked me if he could be punished because he was worried there might be a problem.

But there was no problem, the account activated the game..

Check their previous entered GA. Most of the recent ones are from Turkey. There is also one month pause between access from the Russian region. It's possible.

There are 4 months between those wins. If you find less than 2-week time difference - this will be suspicious.
As I remember there was a 2-weeks cooldown after changing the shop region. But maybe I'm wrong?

I've looked through all the accounts, and I've only been able to find a two-month time frame.

I think people who came on vacation changed their regional stores and entered the ga.This seems the most logical.

I can't tell you what specifically happened here and what is the reason for the indicated people to change regions - but there is nothing here suspicious enough to draw any conclusions.

If you find people who have changed their region several times within a week, that would be suspicious and worth investigating. There is nothing to look at here now.

Ok thank you all for your answers.

I hope the people I share their profiles with don't get mad at me :)

not saying you're hostile.

that rule was here always, you can show the problem, without showing the names, the question Is still a thing to clarify, of how they do that, or why thats happends.

There is no rule-breaking. Point 7 of the guidelines clearly identifies the target: personal data, not public Steam/Steamgifts profile page.
"their name, address, phone number, photos, or private messages."

This rule is crystal-clear. It's about personal data, not those published to everyone.
You have clearly shown what data this rule applies to: personal data and confidentiality of correspondence.
