You will need to work with vectors so it's not Photoshop. Try Corel Draw or Adobe Illustrator.

Inkscape is a free option. I just started learning it and it is decently easy to use. Also, lots of tutorials.

It will depend on what kind of logo you want. Something organic? Industrial? Contemporary..? You need the right tool for the job.

First, it depends on how much artistic talent you have. If you've got a bunch, then go with Draw or Illustrator. I'm assuming since you're asking on here, though, that you want tools that do a lot of the work for you. In that case, you're going to want to google "stock logos" and then go to some place like clker.com to pick up some free extras, and then import your chosen stuff into Illustrator.

If you have a little dosh to spend, you can also go onto a site where young artists congregrate and hire someone whose art you like to design you something more individual. A simple logo doesn't cost very much.

If you want to make a logo then you'll probably be best off with a vector editor. Try Inkscape. If you have lots of money you could also try Adobe Illustrator.

Adobe Illustrator / InDesign
Logos in photoshop would be mostly pixels, for a scalable logo, you want paths.

Illustrator.

Photoshop is for drawing, illustrator is for vector work.
