I just thought I'd make mention that if someone owns a game (barring those crappy "steam is learning about the game" ones, which in theory don't show in your account) then they can't enter a giveaway for that game anyway. Also, marking a game received blocks the person from entering any giveaways for that game again in the future. Therefore, rule 1 on your giveaway site seems a bit redundant.
This sort of carries into your rule 2 where you mention activation of keys/games. The only time you'd need worry is if the game is a gift, rather than a key.
Also, people can't enter giveaways for longer than a week if they've left your group, as SG will automatically sync every now and then (with a maximum time between sync of 1 week, but normally happens as frequently as once a day).
I know private profiles are a pain, but making your whole profile public seems unnecessary, as gifting on steam will still incur a check, and if it's a key sent through SG, the user can't enter anyway (save for the example I mentioned above).
