I don't think those services have an API that would allow SG to do what they do with Steam.

Application programming interface - It's basically a set of commands and tools that allows 3rd party software to interact with other software like Origin or Uplay.

other platforms don't have bundles with games tradeable one-by-one
Uplay does single key bundles, Origin has done both tiered and single-key bundles, GOG does single key freebies during certain promotions- though none of the three are exactly commonplace events. So in theory either of Uplay and GOG would work, albeit with a low quantity of offerings, were they to offer APIs conducive to such.

I think it would be nice. Obviously it couldn't be included into the CV system and there'd be no checking of ownership etc. I recently had a Dragon Age key for origin that I had no need for, so I did a little forum giveaway using a random picker to select the winner. Obviously there was no CV reward for that anyway, so it would have been nice to use the steamgifts system to handle it. There are quite a few games that are only available on origin, so at the very least being allowed to make some giveaways for these if you wanted would be nifty.
