No you don't need to install the base game, just click on this DLC page and it will bind it to your account.

Yeah afterward, you could check by right click on the game in your library then view DLC, you'll see this DLC listed as Steam Store.

Yea that i know, was the first thing i did, before clicking on the DLC page, i probably misread it all, tought it would directly come to all users who own the game already, bah, well sorted it out anyway.
