It points to an image of a guy with a mcdonald's reciept tattooed on his forearm. Found a cached version. McDonald's was not the right answer though. Nor is it Stian Ytterdahl, the name of the person having the tattoo. This is another, higher quality version of the same tattoo:

What does it need for the pass and what it don't need

The problem are:
- Can i repeat the numbers?
- Can i consider that all letters/numbers/symbols without spaces between them cannot be separated?
I tried wit a simple code (i think that it is the most logic) without any operations trying recomposed the text but didnt work.
