It works the same way for DLC. If a Steam key can not be activated for any reason other than already having been used before (already owned, restricted region, not eiligible because no base game) and you get the according error message, it remains unused.

If you've not revealed the key then reroll is a good choice for both of you.
If you've seen the key, the gifter may disagree to a reroll as the key is no longer guaranteed to be valid. You may mark the gift as received if that happened. I think this is not against the rules since you own that DLC anyway. The gifter can than reuse the key as he pleases.

Hi all, I won a piece of DLC for EDF 4.1 but it turns out I already own it. Is there any way for me to return it to the original owner or another user so it doesn't go to waste?
