Is it still 95% or is it 90% now?

I believe it is still around 95%. You have to take into account foreign currency conversions to US dollars from countries that get the games cheaper and I think the final decision has always been up to the discretion of the support member that is reducing the value of the games. I replied in another thread earlier this year here. MSKOTOR responded and did not say that what I wrote was wrong, so I believe it is still 95%.

Official Steam Partner discounting rules are 90% now. Some devs/publishers get special treatment, or find ways around the limit.

So SteamGifts won't get much use out of using 95% as their own limit for reduced value, as you'll practically never see games at that discount rate anymore.

It doesn't need to be a sale on Steam. It can be a sale on 3rd part sites that sell keys like Humble, Fanatical, or lots of others. Bundles also count. In the past it was very common for bundles to give more than a 95% discount. There aren't as many cheap bundles anymore though.

Retail sites cannot discount a product by more than 90% now.
From https://partner.steamgames.com/doc/features/keys#3:

You should use Steam Keys to sell your game on other stores in a similar way to how you sell your game on Steam. It is important that you don’t give Steam customers a worse deal than Steam Key purchasers.

I didn't know that, but it doesn't look like the sites follow that rule because there are a lot of games with at least a 91% discount. If you search a site like gg.deals, select Steam DRM, and only check "official stores", there are currently 591 results that have at least a 91% discount. Humble, Green Man Gaming, Gamersgate, Gabebillet, Indie Gala, Win Game Store, and even the Steam store directly have games at 93-95% off.

Official limit 90%.
But publishers still can set 95% (for example Electronic Arts made such discount).

I believe you are talking about the maximum amount a Steam game can be discounted in the Steam store. The OP here is asking how much a game needs to be discounted in a sale or bundle to have its contributor value here on SteamGifts changed from full CV down to reduced CV.
