It should have restriction
If you buy a game on Steam and someone from Europe tries to activate it, it would fail and you will have to buy a region free game or learn to live with the not received mark

If you have not done so, may I suggest you read the FAQ and guidelines.
Please always use the region restriction when creating giveaways, if you have region locked gifts.
There are a couple of shops, where you can buy region free keys. Search the discussion board to know which ones.
Many group require you to make giveaways with regio free games, so every member of the group can join.
You are not allowed to regift games!
There are also a couple of guides out there as well as the "SG bookmarks". Enjoy your stay!

Hi there. I live in Brazil and everytime I buy a gift on Steam, they come with the message saying the gift only can be redeemed in Latin America countries. So, if I create a giveaway here, should I always use the region restriction filter or it doesn't matter? For instance, someone who lives in Europe should be allowed to enter these GAs? I'm just asking this because some GA groups have rules saying the GA should not have region restrictions, but it doesn't make much sense (or does it?).
A second question: if you win a GA here, can you use this gift to create a new GA?
