Before entering, it's recommended to ask the creator of the giveaway if its ok to enter in the comments. Also, you don't get extra copies of most games.

I'm guessing the rule is in place to prevent large groups of friends from all entering certain giveaways for the sake of one member of the group. Say Person A really wants Skyrim, and he has 25 really nice friends, so now Persons B-Z are also entered into the giveaway, and if any of them win, they will give the game to Person A. This gives Person A a considerable advantage over everyone else.
Obviously, in your case, there would be no real wrongdoing going on, but if it is allowed, then they would have to allow the above scheme as well, since there would be no way to prove what was happening.
You might be an awesome whittler on your way to an overseas whittling convention, but even if your intentions are pure, they aren't going to let you take your knife on an airplane.
