Afaik if you buy "Heart of Thorns" or "Path of Fire", the base game is already included. Just the content of the other expansion is missing. Which means: If you buy "Heart of Thorns", you don't have access to the contents of "Path of Fire" and vice versa. But the base game is included at both.
May someone correct me, if I'm wrong.

"Path of Fire" does not contains the "Heart of Thorns" expansion. But it should contain the original base game of Guild Wars 2.

The base game is free to play. It's pretty much all of the game, with the exception of a few features such as the community trade posts, world chat, etc. It's annoying if you play a lot of the game and want the "full experience" but otherwise, the f2p base game is totally worth trying.

Elder Scrolls Online apparently has a good story, or so I've heard. Also from my time playing Lord of the Rings online, I can safely say I enjoyed the story but I'm a huge Tolkien nerd so take it with a grain of salt. Black Desert Online also has some kind of story but I never played it so I'm not totally sure.

It is good to play. To really get into the story, you will need to buy some of the expanded content. In theory, you can win it with enough play-time, but life is too short. As a FTP, you can really try it out and see if it appeals. The feel for dwarves, elves, etc. is well done.

From all I played I liked the story from Final Fantasy 14 the most.
It was great and was in my opinion in the same tier as the stories of the other FF games.

Re story/storytelling: No other MMORPG trumps Star Wars: The Old Republic (SW:TOR) in this regard. How you will feel involved in your personal story is second to none.

Secret world was great, but I was also a decent fan of LotRO. It kept the story going, though rep grinding in it was annoying.

Let me know what you think. I do like the payment model. It isn't really free in that you will want some of the additional content, but you only need to pay for the content once, there isn't the same monthly subscription fees.

Vindictus has a great story, but Nexon is too shitty to bother with it.
PoE (if you can call it a MMO) has a great story.
Other than those 2, I don't know any MMO with a good story.

what kind of MMOs did you play with a really good story and a good storytelling?
We have a lot of online games already and some have no story at all and some of them are really trying to tell a good story. Of course there are some Games with a story, but honestly they dont tell it, because it is generic as hell.
I played so many online games and I really enjoyed Star Wars knights of the old republic, Final Fantasy 14 and actually World of Warcraft improved their storytelling with legion. But the best story in my opinion is the story from Secret World. It is really awesome!
So tell me about your experience!
