I think the point is that even though you are suspended for non-activation, you can't actually access the keys in order to activate them, and are forced to obtain new keys elsewhere which can be costly and is a stupid layer of extra punishment for something that could be easily fixed.
Also, it serves no real purpose because a person that had wanted to abuse the system would have copied the keys elsewhere anyway (without activating them), so it makes no sense that a person who didn't do that is punished further for not intentionally abusing the keys.

Isn't the temporary suspension before a permanent one?

Suspensions are manual, so it'd be asking support to have to do at least double the work( give a warning, then check back x days later for another action). ...when each can do their easy part as a winner instead! Everything has been mentioned in previous comments.

Apart from the suspension I received a week ago (I marked the game as received but I did not use the key, I forgot - my mistake -understandable punishment).
During suspension, you can not do anything, but it was enough to look at the key and enter it into the steam.
The key works - activated :-)
My suggestion is: as in the subject ...a few days ahead.
