Is Final Fantasy XIII region locked?

I have a gift copy of Final Fantasy XIII but in my inventory it says "FINAL FANTASY XIII (NE)" What does the (NE) mean?
Is there some way to check if it is region locked without activating it?

North America/Europe. It's region free.

Probably North America / Europe edition (English voice acting and western language subs)
