Because "nobody" wants Arma1, people want Arma2 for DayZ-Mod (and you have to pay 1 cent more over average, so it makes BTA prices higher and higher with each Arma2 sale) and then there are people who want Arma3, pushing it higher even more.

BTA purchase doesn't really cause the BTA to go up that quick. What causes the BTA to shoot up is when people are buying tier 3. That's the real culprit.

Yep i don't own any of those and i thought about buying tier 3, arma 3 itself was on lowest price of 17 euro. I wonder why is everybody hating this bundle so much ?

Because if you don't want Arma3, then there's nothing you want here, since Tier 1 and Tier BTA are pretty much "same as Tier3, but worse" :P

Well, Arma2 has DayZ mod, no idea if it was ported to Arma3, so there's that little bonus for getting Tier BTA.
