Had a giveaway from a week ago where the winner still has not marked it as received in a week and has not activated it on his account yet. About how long do most people think they should wait till they request a new winner?

The person has been on the site within hours or even says they are online when I check them, they just never use it.

That's not normal. Ever since support was expanded, the usual response time is under 24 hours.

Something similar happened to me last week. I created a ticket for a game to be rerolled and it seemed to be taking forever (two or three days went on) I ended up cancelling the ticket and making a new one for the same subject. Was answered within a couple hours. I think it's a bug from time to time. Hope that helps though!

If you need a new winner, you should create your tickets in the Request New Winner category. Currently, you posted them to the User Report category.

And what about the second ticket? Winner 2 giveaways activated the game but did not confirm their reception at all. Winners are not required to click "received" / "not received"?

I really hope not. From what I have seen. he only has 10 gifts won and only 1 sent. Would suck to find out that was because it was a decoy.

A week. Sometimes I am more patient and wait up to 10 days. Sometimes I send the ticket pretty much seconds after the 168 hour passed.
Although check upon your winner. If there is anything suspicious about them, like "forgetting to activate" keys in the past months, a request received feedback ticket may be more beneficial to your mental health.

Well, here is your answer: request received feedback. Supply screenshots of that you revealed/sent the key/gift/link and maybe that you tried to contact them (Steam profile comment, email, maybe a message here on SteamGifts), and hopefully this will be enough to convince support.
These tickets need a little more time to process, but after that, you get your received feedback/CV and the winner won't be able to change that, ever.

That reduces the number of bots, script users, and the problematic users, but not their ratio among the potential people who can enter. So expect to still check your winners and send these tickets, just maybe not as often.
To give some perspective, so far this year my most problematic giveaway with the most rerolls I had to send was for level 10.

talgaby gave you the good advice already. Just let me add, that you have usually three ways of giving a key to a user:

  • revealing the key through this site
  • sending it via email
  • adding him as a friend on Steam and giving the key through chat there

Just keep in mind, if someone wins multiple games at once one could easily forget to activate one of them and mark all as received. So as a serious attempt to send a winner their deserved game one should use more than only one way of those three mentioned.
