Speak to the gifter first and explain the situation. Either he/she will buy you the full DLC pack to fulfil the giveaway, or he/she won't, and you will have no choice but to mark it as "not received".
I'd certainly talk to the gifter, and give him/her a chance to make things right before involving Support.

I won a Magicka DLC pack giveaway. The GA creator sent me a humble bundle link to Magicka and 2 DLC. What should I tell support? I already have Magicka, so I have not redeemed what he sent me. While I hope that it was a mistake, what should I do if it wasn't a mistake and he just selected the wrong game?
EDIT: I forgot to write this at first, I am trying to get into contact with him.
