No Offence, but there's one thing I really hate about higher powers creating rules, which they themselves cannot demostrate and will not keep.
If you create a rule - rule of thumb is you should also follow it to show your not corrupted or abusing your own system.
Just a warning to others - according to your own rules, the admin should leave or be kicked from your own group...???

I do not intend to participate in any giveaways myself. I thought that'd be obvious since I wouldn't expect people who have less than $250 worth of games to create giveaways in the first place, but they might.

It may be difficult to find a 250 account since steamgifts does not count bundle games into the 100. My wife can not join steamgifts but has over 250 according to the gauge!

I don't consider that to be a big problem because I'm using the account value as a rough indicator of how much gaming hours you can squeeze out of your account (not perfect by any means, of course). Bundle games are no worse than regular games in this regard -- just because you got them cheaply doesn't mean they're inferior games, or that you are in particular need of more games.
If it's really the case that nobody has less than $250, this can mean three things:

Steam Gauge is not something you join. When you "sign in" to Steam Gauge, that's just an easier way for it to get your account ID. It simply looks at your Steam profile and tallies all the games you've got according to their value on Steam. Anyone can check the value of your account as long as your profile is public. You can switch your profile to private if you don't like that, but you will need to switch it back to public every so often to sync your account on Steamgifts.

I have just under $200 of games on my account - under the $250 max needed to join. (This might change after the Holiday sale if I get any more money into the Steam Wallet, though...)

OK, I've got 11 people so far, and one of you (ccmm7) has already become disqualified. I'm guessing more might become disqualified during the current Steam sales. :-)
Nevertheless, 10 people should be just about enough to make this concept viable, and on the bright side -- you have really good winning odds with a small group. The idea was always to have a fast rotating membership.
I'm going to send out friend & group invites tomorrow. Application for the group remains open.
The first giveaway will be for the Mass Effect Collection, which is Mass Effect 1 + 2. Just a heads up in case you were thinking of getting this on sales. Though you'll have no guarantees of winning it, of course. :-)

Giveaway group: KickstartGifts
This is a new giveaway group that's intended to have a rotating membership of people with the best opportunity to make use of the gifts. What do I mean? Read on and you'll get the picture.

That's it, those are the only rules. In particular, you don't have to create any giveaways, have a minimum contributor value or maintain any sort of ratio. In fact, I don't expect anyone to "do" anything within the group at all. There'll be at least one person doing giveaways, namely me. For now, my plan is to have one giveaway every two weeks, just to see how things go. It's not very exciting, I know, but it's free, so what have you got to lose?
The only way to enter the group at this moment is to post a link to http://www.mysteamgauge.com with your profile, so I can immediately check if you qualify.
Please mind the following "don'ts":

Update. As Azzaboi pointed out, a cynical person could use this as an opportunity for getting more games for themselves while giving none to others. This is not my intent, so I added a new rule that's enforceable by Steamgifts support.
Update 2. I've noticed that "post a request" and "don't ask if you qualify" are potentially contradictory. :-) To make things slightly easier on me, from this point on (23-11 17:36 UTC), please post a link to Steam Gauge with your profile. I'm not penalizing earlier posts that didn't include this and you don't need to update.
Update of November 29th: it's alive! You can now also join the group by posting a comment on my profile. I will keep this post open for a little while longer so people can see it, but I'll close it in a bit.
