Yeah, but Ethan Carter had no restriction as far as I know and I just googled a little and saw many people from Germany saying they had absolutely no problems buying Ethan Carter. Maybe it's my browser or something, I have no idea.

edit: to me it looks like nuuvem is now getting your location based on your paypal account address. everything works fine untill i confirm my payment in the pop up window. it cancels my purchase right after I confirm the payment in paypal.

i think you're wrong. there is a purchase restriction, but no activation restriction. the keys should work fine in germany.

hmm, you're probably right for the game max payne 3 game only version. but the max pain 3 collection key (game+dlcs, see link I posted above) most definitly won't redeem, it has these explicit notes:

the only time I seen games being allowed to be redeemed in Germany with those restriction notes is when the game is a STEAM GIFT.
I didn'f find these restriction for any keys for the game only version of may payne 3 though https://steamdb.info/app/204100/subs/ (order by billing type, check each CD key), so as said you are probably right that max payne 3 (an 1 and 2) will probably redeem just fine in DE.

AllowPurchaseFromRestrictedCountries should mean only one thing, that you can't purchase it in those countries. it doesn't say anything about activation or being able to play. so yeah, i am still pretty sure you can activate the collection in germany. aside from that, i think we are talking about the standard version in here anyway. :)

when I tried to redeem the Saint Rows ROW key in my Steam client, I got the error message "This product is not purchasable in your country", I have never seen this error message before, so an activation restriction must be tied to AllowPurchaseFromRestrictedCountries / PurchaseRestrictedCountries.
