If any scam involves you sending the "scammer" games, then he didn't scam you at all, you just fell for the oldest trick in the book.

Unfortunately you're probably SOL. You can talk to steam but I'm not sure if they would do anything. Live and learn. If something sounds too good to be true, it probably is.
