Well, to be honest, this site can be a bit confusing for first-time users, especially if they don't speak English well. You register here, then perhaps click something like "I agree/understand" without actually reading, agreeing or understanding, and then you go straight to Giveaways/Create Giveaway, where it tells you "Based on your current feedback score, you're able to create up to X additional gifts." So you keep clicking on "Yes", "Sure", "Definitely Right Away", and a giveaway is born.
This might perhaps be limited if gifters with zero positive feedback needed to correctly answer a short test before starting a giveaway, consisting of things such as "Who buys the gift to be given? Me/SteamGifts", "Can you give away a game from your library? Yes/No", ...

Actually, all giveaways are true. The problem is that Steam has some gnomes working under the curtains, and they happen to steal the games of people from time to time. People get to embarrassed to say that their games were stolen by gnomes, so they say that they made the giveaway by mistake. Simple as that.
Or you can blame it on aliens. Just saying.

I think some don't understand how the site works and think that you need to create a giveaway for the game you want to receive. Last guy I saw who seemed to be doing this was from a Portugese speaking country, so perhaps he had translation issues.

Edit: For those of you who haven't figured out what I'm talking about, it's about those people that make a giveaway and say "Oops, didn't mean to!" How the hell do you enter all the required information and then go through a confirmation screen and not know what you're doing?
