i wanted to do a 2nd steam account just for the crap stuff which need VPN activation (wolfenstein, sleeping dogs etc.). as i dont want to risk my main account to be banned. but can you do a 2nd account without probs? and can u get a gift as a new steam account asap?

i wanted to get sleeping dogs definitive edition today but have to use VPN then as there is geolock for germans (lol).

your main won't get banned for having 2nd account. But as VPN is against TOS your 2nd may get restricted eventually. It won't harm your main thou if you keep accounts separated.

If they check that they are the same IP, one would assume they(steam support) would think 'same IP = same account = ban alt account) especially since VPN isn't allowed. Besides, this is Steam support. They either wouldn't do anything at all or go all-out and be surprisingly 'active'.

having 2 accounts itself is not bannable. I myself have 3 accounts. My main, my fiancee's acc and 3rd idle and inventory storage acc. So for 2nd acc alone you won't get into any troubles (unless you try to use it on SG - then it's a permaban for all acc associated).

As far as I know you have to create the Steam account in that region, where you want to use it, because now every account has a Store region, which means that VPNs are unable to trick Steam. You can however change your Store region, but for this you must have valid papers to identify yourself. Although I encourage everyone to buy games, in this case I wouldn't risk any of my accounts by buying a restricted copy. If they find out that your main and secondary account have any kind of connection you might lose both of them. Also don't try to login to SG from your secondary, because the system doesn't like accounts from same IP.

Well I know a lot of people who use VPN to by pass regional restrictions and they've been doing it for years and not a problem. It's just a hassle.
Of course, it is prohibited by steam and is against their TOS, so who knows... One day they might decide to ban everyone who does that and guess what? You won't be able to do ANYTHING about it!

Both of their accounts are old accounts with all their personal data on it (no matching data like cc, etc).

Are they ok? Can they get in trouble if both of them are using it?

Because Fallout 3/Fallout NV are not banned in India. Bethesda simply didn't release them here so we can get a gift copy from a friend and activate them. On the other hand, Wolfenstein: TNO UNCUT is banned in Germany so Germans can't activate an UNCUT (which has Nazi references) copy no matter what. They'll have to use VPN to activate it which might result in their account getting banned/suspended.

Is it really worth all this trouble and hassle to get cheap games??I must assume that is the case as that is about the only reason i see for it other then getting games that you can not buy in your region,but in that case it be much easier to just by a row copy.

They are play locked now are they not? so you will always need say a Russian IP if you activate a copy from say Russia.

I am not sure how safe you would be,but i do not think they would block the ip all together for one person using VPN just same as if i logged in cheated and got VAC it is only on my account not whoever logs into with my IP.Though nobody knows for sure what they do and do not do for VPN and being caught.They can delete the whole account but usually they just lock you out of everything but your games,so pretty much no online and no community and so on..

Though if you was going to do this if you wanted the best chance to keep the account good,you might want a dedicated VPN so you will always have the same IP

That's where I could see trouble coming. That second account, which is in breach of the ToS, would be linked to the gifting account. If that gifting account and the 2nd account were clearly alts then someone could put 2 and 2 together and shut down both accounts.

That second account would be in breach not the first account,they are two accounts,each would be treated as that.

If this was the case trading as a whole would be a lot more risky,as what if you traded with someone who has an account just for trading,and they get punished because you violated terms using VPN on a gift you gave or traded them.

Each account is treated as one,just same as if say my brother had an account and i traded him some items that where say restricted and he decided to violate TOS and use VPN to access those said items,They are not going to shut down my account because he violated the TOS.

Well I was assuming he would be gifting the games from his first account to his second one. In that case it would be very easy to see that the accounts were owned by the same person while investigating VPN use. An overzealous support person might punish both accounts as it was clear it was just one person trying to get around the region locks.

If it's like your example with two completely separate accounts then I agree, they will only punish the VPN users account.

Well some can still be activated with a row copy and play just fine.

Dead Rising 2 for example states it is not playable on Germany IP
Notice: Capcom requires that this game will not install or update when connecting from an IP address attributed to Germany.

Some just block purchase of it,like Sleeping Dogs does not say that so you might want to see about a row copy and ask if anyone from Germany has played it just fine with a row copy.

This way you can actually add it to your main account instead dealing with all that other unless it is last resort.

Wolfenstein is btw not possible to play while being in Germany.. :/ the row version I mean. My steam store is set to Denmark (since I'm from Denmark, but atm I'm living in Germany with my boyfriend), so I can buy the row copies, but when I tried to install Wolfenstein it wouldn't let me since I'm in Germany with German ip....

I'm thinking about getting a refund since it might get cheaper at winter sale which is about the same time I most likely will move back to Denmark.

Hmm ... was also considering a second account, for farming cards on games that don't really interest me otherwise. There's often some cheap games or even free keys for games that I don't really want to play, that come with cards. Now the question is, when I gift over the cards and stuff to my main account, would Valve consider that behaviour suspicious? I hear they've frozen accounts or removed games pretty much on suspicion only.

No fraud or scamming. Just, you named it, bundle leftovers, free keys, or otherwise cheap stuff that's good for farming cards. I still would have to move over the cards and stuff via gift option on a regular base, so this might look suspicious to an automated anti-hacking-whatever system. And since it's on the same IP, it wouldn't be hard to find out that the two accounts are connected and maybe freeze them both. Or am I too paranoid here? I just never had need to contact Steam support, and from all the horror storries here, I hope to keep it that way.

Wasn't VPN activation stopped when they implemented the new, stricter region lock system and forced everyone to give their own location instead of using IP identification? Because I use a Swedish proxy at work, and I still see games in the store that are valid for my region, not Western Europe.

It goes by what region your account was in when you made it.

So in theory if you connect to a VPN and make a new account it will tie it to whatever region you use your VPN for and then you will have to keep connecting to it,to not throw any red flags,if you use free or public vpn it would be easier to detect because more then one would more and likely share the same VPN IP

some Row games are completely blocked in Germany (Wolfenstein and the like). One cannot play these (ROW-)games in Germany (with a German IP). - It's not about being able to purchase them.
And the only versions that are available in Germany (if at all) are cut/censored.

There are also those games (like Dead Island) which cannot be bought through the steam store but where the ROW-version still can be activated in Germany. These games are not part of the discussion. (can be obtained through 3rd party re-sellers (like GMG, indiegala, humble store, bundlestars and the like)
