It is there to encourage people to buy the game for their friend or their friend to buy it. I don't see nothing wrong with that. Portal 2 is a excellent game.

Why don't you buy a copy and give it away on Steamgifts?

You got a coupon. Then you trade it for some game. That guy wanted Portal 2 badly, so he buy some game and trade for the ticket. In the end GabeN takes all the money.
