To The Moon - A Bird's Story - Finding Paradise (I prefered Finding Paradise, I was a bit frustrated by the ending of TTM)
Transistor is kinda sad, not that much though
Life Is Strange (Before The Storm is kinda sad too but it mostly comes from knowing what happened in the first game)
Night in the Woods, maybe rather depressing than sad

I'm a very emotional person so it might be just me, but I cried all the way through the whole last chapter in the Walking Dead :D So damn touching in my opinion, really well written :)

Finally, somebody who feels approximately the same way about Shelter. Playing as a mother losing her children is pretty much the scariest game concept I can imagine.

There's been many, I don't really remember all of them, but a few that stand out are:
Beyond Good and Evil - had a scene most of the way through that left me crying.
Katawa Shoujo - Hanaka's route gave me the feels something bad.
Analogue: A Hate Story - I saw it coming, I knew what it was, but still when it finally hit... damn.
Life is Strange - the best of the bunch, it got me real bad for a couple weeks afterwards.

I also just finished Rakuen. I really loved it.
Here are some sad games in my library (in order of how much they made me sad/cry)
The Walking Dead: Season One: An overall intense game throughout. I played this when it first came out and everything was unexpected and gripping. If you enjoy story based games then this is an emotional ride.
Life is Strange: A hit or miss for some people, but I really enjoyed most of this game and it has it's sad moments for sure.
Spec Ops: The Line: Don't read up about this game, just play it!
Ori and the Blind Forest: The music gets me more then the scenes do.
OneShot: Another game that should not be researched and should be experienced blind.
Brothers: Most of this was ruined for me, but it still had some punches to the heart :(
Valiant Hearts: A solid war themed puzzle game with some very good character development.
This War of Mine: There isn't really a linear story so the sadness comes from the theme and your actions playing the game.
To The Moon: I think everyone knows this one by now :P
LISA: Has some sad themes. Especially if you play/read up on "Lisa: the first," game before it. The full name of Lisa is literally called "Lisa the Painful" and balances emotions and dark comedy very well.
Thomas was Alone: Yes I got sad about shapes. I feel no shame.
Shelter games and Paws: a Shelter 2 game: Just a tiny tug at the heart strings. Nothing major but a little sad.
Stray Cat Crossing: A Horror game that has a sad ending.
among the sleep: The themes of the game are pretty sad.

Keyboard and mouse, hard difficulty. But it randomly sticking to walls, running up and down... I know how the story is, and it really, really didn't worth the time spent for me. Maybe it's okay on a walk in the park difficulty... the story simply couldn't outweight how much shooters are meh for me, and actually hate TPSs. It was one of the learning experiences that little good narrative can't outweight big amounts of disliked gameplay, and that many of the 'must have' gmes still can be a big disappointment, as they are still not for everyone.

OneShot is one of my favourite games! Bittersweet and gentle. It's hard to recommend to people, though, because you don't want to ruin any of the surprises.

The devs purposely made Spec Ops look more generic and less emotionally story driven so that when you played through the story it would hit you harder. That strategy backfired though since the game flopped.
I also love the look of Stray Cat Crossing. Pixelated Graphics are really nice when done well.

It was rated very poorly when it came out, so most people skipped over it. But I've been hearing for years that the reviews were mostly BS and the game is actually brilliant.

It is, brilliant but not without flaws. It made quite a stir and was banned in the UK and censored in the West, I personally don't value mainstream game reviews too much, I rather make up my own mind.
Your character is a girl armed only with sticks, brooms and a canine companion, she's scared, slow, really awkward with melee weapons and weak, combat and controls can be frustrating and clunky as a consequence. I understand the criticism and easily get why it doesn't appeal to casual audiences.
The plot is also quite subtle, one has to pay attention to piece together the narrative, some important parts are only revealed at the end of the game and it does leave some room for speculation, Silent Hill games come to mind in this regard. The soundtrack is great, it's one of the highlights of the game, the melancholic violin and piano renditions perfectly set the mood.
Anyway, I thought the story was utterly heartbreaking, and this was reinforced by the fact that it revolves around children.

Just finished Rakuen. It was so sad, cute and pretty, but it made me feel a little empty. The art style is really nice even though the game is in square resolution. Not so fond of singing but the music was good.
Here have a game, don't feel like making a Jigidi. It seems like 2 days have passed since I woke this morning lol.
