I am an Indian mate. As for as I know there are quite a few of our countrymen here on steam gifts. There is no particular active SG group specific for Indians but you can try to restrict the gifts by selecting country. I did it to give steam gifts as our steam pricing doesn't allow for gifting most of the other regions.

This may come as a surprise, but it is not very familiar to Indian people.
I think there may be more than a few people connecting from the U.S., but I can't tell the difference.
Those from the Middle East sometimes celebrated local Muslim festivals by handing out prizes.
I think I've only seen one person celebrating an Indian festival...once before.
It was a festival with lots of kids in some town somewhere.
It might be easier to discover such people's behavior if it were a common festival time in some country.
I think I have heard from SG folks from India about a birthday celebration in India where people get white cake smeared on their faces.

As far as I tested, I barely managed to find an Indian who on my giveaway, and this was after region-locking.
Forgot about smaller neighboring countries such as Bhutan and Nepal who are unlikely to have Steam accounts.

Even then I am surprised it doesn't much entries yet, despite being a popular game. Maybe most people already own it. Also, GAs gain most entries towards the end.
Regardless, even if you region restrict to just India, you should still get a good amount of entries for level 1+, even 2+.

Not many. I haven't seen many around, which was a bit surprising for me.
I did two India only GA about 5 months ago, for level 2+, and got only 10 entries. Maybe it was just the game being not that desirable, but regardless there aren't many around.
I have been here for 2 years almost, and for some reason I have come across a few in the discussions in the last days, but never one before that as far as I could tell.
I don't know of any India specific SG group either.

Doesn't seems like it's worth the effort. The group doesn't have enough members (just like SG), and there doesn't seem to be anything special about the group that would make it an attractive option for people to join.
Also, there already aren't enough Indians on SG, and limiting GAs to the group will restrict it even further.
However, if you do go through it, lemme know. I'll join. I am planning on buying some bundles (not sure rn), so can create a GA maybe if I happen to end up with some extra key.
