Xperia is my favorite.HTC,Nexus or even LG is good.But never buy Samsung, it's the worst android IMO.

I think 40000 points are enough to run any game without lag but those are the best of the market.

OnePusOne and OnePlusTwo are very good high end phones, if you can get them. I've had good experiences with my Xperia Z, so maybe check out the Xperia series too. Samsung is shit, at least software-wise, and my father's S4 had a problem with overheating. HTC is good, especially M8, if you like it's shape (I don't). Nokia 3310 is the best phone, although it won't run Android.

Sony Xperia Z series is very nice, runs it at maax without lag, tested on all phones. If you want a giant screen (which I recommend for a game like GTA SA) go with the Xperia Z Ultra. One downside of the series: they can get relatively hot after 20-30 mins of continous gaming, but what doesn't get hot from a game like this? :)

I would rather have a tablet. Sure it's nice to beign able to play San Andreas on a phone but I would rather play it on a big screen.
