Well, this site is about gifting and if you'd require everyone to gift sth first, just to receive sth, then it's almost like trading (with the chance for you to get nothing).
The invite system needs to be different, but CG is already doing that and maybe there should be stricter rules for all those exploited giveaways and a list of all the allowed reasons to not gift a game (if there are any, then those should be official).
Despite that, I think it's fine like it is.

I would suggest a new rule to the system currently used.
If one gives a gift of $ 10, it can only compete in games that are worth less than $ 20 ... If you donate $ 25, games will run for a maximum of $ 50.
Just decrease the amount of fake accounts and leechers ..
