In my opinion you can do that since why give it to someone who's as you say a dick so just request a new winner or worse case remake the giveaway and lose a slot since you get tons anyways.

Though I understand this was a question to find out what you should do, please direct such questions to support directly next time so that people searching for the person that you are referring to can be avoided (so your account doesn't get in trouble).
