Most DLCs will not show on a user's Steam profile. If you want to check for sure, you will have to add the user on Steam. As soon as they accepted your friend request, you can go to the shop page of the DLC and see if your new friend shows up as "already owning the game".

What do you use to check if a Steam account already owns DLCs? If I go to my Steam profile on the web, click on "Games", then search for "Killing Floor", for example, it does not show any Killing Floor DLCs I own, even though I actually own them.
This method of searching worked in the past with other games but apparently it doesn't work anymore, or at least it doesn't work with Killing Floor DLCs.
