That always happens. You have to use different payment methods. Use PayPal for one bundle, and use credit card or smth for another. Otherwise HB flags you and you can't purchase anything else for I think 24 hours for the certain payment method.

I have the same problem, and I've waited up to 48 hours with no luck. I've never had a problem with other bundles and paypal, I've been able to buy a couple within minutes, but not with this Capcom one.

I changed my payment method to "Credit Card" and I managed to buy the 1st tier but then it gave me the same message when I tried buying it again ...

Some bundles restrict multiple purchases at the publisher's behest.

Yep, from what I've seen in the past, some publishers choose to be more restrictive in multi-buys. I remember the CodeMasters bundle was also one that allowed only one purchase per payment method, for the entire duration of the bundle sale.
Looks like Capcom are doing that too. When it comes to paying with card, debit cards work too. Using different cards won't count as the one payment type.

Another update on the German region lock: German buyers which pre-ordered the bundle recieved an international key which can't be activated in Germany and also a special German key which can only be activated in Germany. If German buyers purchase the bundle now, they will only recieve the special German key.

I haven't tried with this one but when they had the Telltale Bundle I could buy more than one. Not at a time but when I had purchased one and than added another one to my cart it worked finde. Did you try that already?

you have to use TWO DIFFERENT payment methods! try using Paypal for one purchase, and CC or another form of payment for another. Otherwise, HB will fail your order and flag you for "purchasing too much"
edit: Try buying on two different days, 24 hours apart or more.

When you go to your purchase (where you can get the keys), there should be an option increase the amount you paid for it. You'll have to look at that page for a bit, since I don't have any purchases that I can increase, so I can't check exactly where it is.

If you have any other cards, including possibly some debit cards (I have visa and mastercard ones for some bank accounts) then that should work. You just can't use the same card twice or paypal twice, I suspect.

So how would i go about giving those keys away on this sight? (as i've seen some of the games in this bundle pop up) do i just make the give away and then give the key numbers (in a message) to the winner instead of a gift?

Then type the game name and select it when it pops up, then choose "key" as the type of giveaway , then a white box "Key List" will pop up and there u should paste the game key.

I see you are very new here. Welcome to SG. :)
as KingMKA explained, you would go to the Giveaways Created section,
Here, you have an option to enter the key into the space SG provided, and reveal it to the winner AFTER the GA ends.
You may also opt for the "gift link" option, where you enter the gift link generated by humble bundle into this slot. You also reveal this link AFTER the GA ends.
You may also hand over the key manually to the winner by friending them and then talking to them a bit and handing over the key, as well as revealing it online (so like messaging the person and saying "hey, here's your key, can you activate it now" an also entering it into the system in case the person forgets the key code or something, and it serves as proof that you did send the key."
It's easier to give the key, tbh... in my opinion anyways. You could send it to their email too, but for HB, I like to just reveal the steam key myself and reveal it later on the site.
for other sites, you have similar options (generate steam key, gift link, enter in person's email so they can generate a gift link).
However method you choose, remember to mark that you 'SENT" the gift, and ask the winner to mark this gift as "RECEIVED" after they have activated the game. Otherwise, if it seems they don't claim the game or you never sent it, you will run into problems down the road and could potentially be in trouble by people who make GAs to weed out rule breakers and what not, or you could be flagged by someone who thinks you never gave away the game to the person at all.

i have clicked 'send key' - does that auto send the key? if so what happens if i then uncheck the box (or re check it after)

Yeah it will be visible for the winner to see. If you uncheck it the winner won't see the key, and you will have an "unsent" key. You must leave the key revealed in order for SG to recognize you sent the key
The winner has 7 days to claim the key. If they don't claim it and mark it as received, you can reroll for a new winner
