one thing that came to mind was steam partner accounts, since another who was partner also couldn't get, but I have no idea why that would be.

Although I'm not really sure if that Eligibility is related to current GA or not.
Based on earlier testing with people, it seems all people are getting them despite whatever requirement.
So maybe give it a try and check later your license page to see if you get it or not.

I don't own Helldivers 2 but it says I own this. Last change was today and it seems to match the name so I'm guessing this is the unlisted DLC they are giving out.

Yep, this DLC will later become public at Aug 08 (2 days later)
So probably currently it's just giving it in advance to those who wants to get early, and... if people who don't own the Game yet to get its DLC.
