No since V2.
This will be implemented again in the future.
I hope soon, as always the high-point-entry GA-s are getting deleted. Just blacklist those users, all what you can do now.

The worst part is that we can't even see if someone already had a giveaway deleted. And if Support deletes one we've entered, we can't even see who did the giveaway originally, so we can tag and blacklist them.
