race games with free roam

I was thinking about this a while ago, but I don't know any titles (can't think of) that have this.
I mean be able to drive around in a city, join races, win/get cars, upgrade them, have a garage.
There are games like this, but as I said, I can't think of any titles :)

Also, what are your favorite race games?

The world is huge, but pretty empty overall. The game uses GFWL and SecureRom as well, so not sure what will happen when GFWL goes away. On the plus side with a base price of $9.99 it's on sale for $3 or less fairly often on one retailer or another (GamersGate, GMG, etc.).

but yeah, as people suggested, FUEL, Burnout, NFS: MW (if you don't mind it not being on steam?!!) will probably get you where you want to go. :)
