Third GA in a row i get a winner who seems to have no interest in his winnings. You send him friend request on steam,write him an email,write on his steam wall and here he is , not responding. Jamming my other GA's and preventing me from leveling up.

I think option for at least one no questions asked 'request new winner' instance should be granted per giveaway. Some people just click on everything ...

If you are talking about your latest giveaway, give it some time. Maybe the winner is not at home (...) and can react instantly.

Been online/offline few times already during that time.

As i said past 3 winners were just like that. One took 5 days to react even thou he was active here on site and steam all that time..didint even say thanks once i finally could give him his gift..

Try making GAs higher than your level and blacklist winners who don't say, "thank you".

He has 7 days to activate his game, maybe someone else is using his steam account - I for example let play my fiancee sometimes, we don't have Rocket League on 2 accounts unfortunetaly. He might have other reasons (like idling steam cards and his connection might not be the best, that is why he is online / offline sometimes), but they don't really matter, what matters is he has 7 days to activate his game according to rules. I know it can be frustrating when we see our winner online / playing, but we have to deal with it.

In support of that:
I'm personally perpetually idling and my internet cuts out very regularly. I'm also nearly never actually on Steam, so it's irrelevant if I show as online or not. So certainly, I'd get a bit irked if people were making baseless assumptions as to my activity. :X

The best course is just to not worry about what a winner may or may not be doing, but just accept that there's a 7 day period you may have to wait through.

Then again, this year I've been regularly delaying [due to Steam errors, SGTools errors, or life stresses] sending my gifts out for 2-4 days, so I'm certainly not one to argue if a winner also makes use of their own time buffer. :X

I'll agree that it is an irritation early on when slots are few, but past that I haven't found any reason to be too concerned with the matter.

Because it only makes sense if person is actually away. And i'm sure that's a minority. Most people are active daily. Make a system that fits minority but not majority? Doesnt make much sense in my eyes.

Why? Where's the need for instant activating/marking? For your information I sometimes leave idle master when I go to work (so I'm online playing officially") but because of my connection it sometimes goes offline. So even online/offline doesn't mean "active".

There are 7 days in the rules for a reason. Don't get me wrong, it annoys me to sometimes too, but how can you know that this is HIM playing on his account and not his brother/sister/whoever else? And I think those 7 days are not only for users to react but also for you to not bother them. It wasn't even a day, have a little patience.

The person just could be busy and not checking Steam notifications or email. Specially if they follow a lot of conversation on Steam, they could have plenty of little envelopes but no motivation to click on them and thus a friend invite will easily go unnoticed. And email is even easier to miss since a) it could've landed in junk mail, b) the person might only check their email couple times a week.

No need to worry just yet if it's only been a day.

Again, make higher level GAs because the high level people are more inclined to steamgifts than lower levels. The higher leveled people care about this site greatly based from the number of giveaways they have created.

The commonly [among those I've personally discussed it with] accepted numbers are:
Level 4+ for public or large group, level 2+ for private or small group.

Flip side, one 10 copy giveaway I made at level 5+ had 2/3rds rulebreakers.
So no, nothing is ever assured.

Just keep in mind when you go in that the lower the level, the more likely delays and stresses.
If you're looking for a quick completion, go for a very high level- with public giveaways you only need a single entry to get CV [though no matter the game or level, you're more likely to get at least a dozen entries anyway].
Of course, there's no guarantees, but a high level'll at least improve your odds of people actually reading your description when you ask for a quick activation/confirmation within it.

You could try invite only giveaways, and make a puzzle on forum. The thing is... some people are invested in SG, some are not. Some are level 1 and only visit the first page with GA list, some are level 1 and visit forums like a real member of the community. I've found winners of my forum giveaways way more responsive than those from public GAs, even if I make public GA higher level and forum GA level 1.

People have already given you enough reasons why they may not be responding.
7 days to wait isn't forever. If you can't wait that long and check up wether people are online maybe you need to learn some patience. And stop stalking people.

Well to be honest, steamgifts is like a narcotic. Some people want immediate returns (in CV since that is the only measure) and I myself when I see my winner online both here and steam yet still not activating, tend to worry. What if the key was erranous, what if I sent it to the wrong email? Stuff like that.

Maybe he thinks the friend request is just a random friend request from some random stranger for random reason.
Maybe he doesn't check steamgift everyday.
