I can't sync my game library at now. It says; "If you would like to force a refresh, please switch to a public Steam profile." but my profile is already public. I synced my profile 3 days ago. Is that general problem ?

Just keep refreshing the page, and trying to force it. I had to sync my account a couple of days ago (I had just joined a new group and I wanted to enter that group's giveaways), and I spent something like half an hour, refreshing the page, getting the same message over and over again, until I finally succeeded. So yah, to answer your question: other people are having this issue too :<

Log out of everything Steam related on your web browser (Steamgifts, Steamtrades, TF2 outpost etc, steam store) then make sure your settings are public (use Steam Client) then log back into everything - fixed it for me in the past, also fixed an error on TF2 Outpost where my inventory was being shown as not public but settings were that it was public.
