The one being sold on IndieGala isn't the complete pack, it's missing the soundtrack.

Are you certain ? Did you activate this yourself ? According to this comment it activates as the complete pack. If a package with the game and 2 DLCs but no OST exists, it should activates under a different name and it should be possible to find that package on SteamDB.
